Customer Owned Generation

We welcome customers who would like to interconnect a qualified, renewable energy generating system, such as a solar panel or wind turbine, to our transmission and distribution system.

I. Part 1 Interconnection Application Submission Requirements:

Customer is required to submit the following:

  1. Part One Application – Level 1 Application/Agreement OR Level 2, 3, 4 Application/Agreement
  2. Site Plan - Click here to see Example for site plan

  4. Inverter/Equipment Datasheet(s)
  5. Satellite Image of Interconnection Location
  6. Application Fee

Please note: All submitted engineering documents must be computer generated (no hand drawn submissions will be accepted).

Application Description & Fees

  1. Level 1 - Certified inverter based installations with aggregate rating 10 kW, AC or less - $100 Level 1 Interconnection Application
  2. Level 2 - Certified inverter based installations with aggregate rating 10 kW, AC to 2,000 kW, AC - $250 plus $1.00 per kW, AC. Levels 2, 3, or 4 Interconnection Application
  3. Level 3 - Non-Certified equipment 5,000 kW, AC or less that will export power to Duquesne Light Company - $350 plus $2.00 per kW, AC. Levels 2, 3, or 4 Interconnection Application
  4. Level 4 - Non-Certified equipment 5,000 kW, AC or less that will not export power to Duquesne Light Company - $350 plus $2.00 per kW, AC. Levels 2, 3, or 4 Interconnection Application

II. How to Submit Documentation:

DLC prefers that all required documents be submitted via our online portal, found at the Start A New Application tab below (attachments required). See Instructions Here

Documents can also be submitted via email to General Interconnection Inquiries on a case-by-case basis only.

Submissions can be made via U.S. Mail to the address below. Please ensure that all documentation is submitted on 8.5” x 11” paper.

Applications fees can either be mailed to the below address or can be made via DLC’s electronic payment site. For mailed payments, please be sure to include the “Attn” line.

III. Upon Receiving the Part 1 Interconnection Application:
  • Level 1 Application
    • Duquesne Light Co. will review for completeness and will either grant approval to install the system or explain why approval was not granted.
    • The Company will provide a 6 digit work order number and 10 digit service point ID that must be provided to your electrician for documenting the receipt of the approved wiring inspection for the completed installation and to ensure your billing account is updated with the proper rate information (required)
  • Level 2, 3, 4 Application
    • The Company will review for completeness and may require additional information, depending upon the complexity of the design.  If additional feasibility studies and modifications of the utility distribution system are required, the company will notify the applicant and provide estimated costs for such a study and/or modification.  The company will then either grant approval to install the system or explain why approval was not granted.
    • The Company will provide a 6 digit work order number and 10 digit service point ID that must be provided to your electrician for documenting the receipt of the approved wiring inspection for the completed installation and to ensure your billing account is updated with the proper rate information (required)
IV. After Part One Approval:
  1. The customer may install the system in accordance with the Duquesne Light Standards for Connection and the Interconnection Application/Agreement Terms and Conditions for Interconnection.
  2. The customer is responsible for having the system inspected by a qualified electrical inspector and ensuring the proof of inspection (wiring approval) is submitted to DLC
V. Part 2 Application (Certificate of Completion) Submission Requirements:
  1. Certificate of Completion for the appropriate level of installation. This shall be submitted through our online portal (see instructions link section II.a), sent electronically or by US mail to the addresses in Step II.
    1. Level 1 CoC - Level 1 Certificate of Completion
    2. Levels 2, 3, or 4 – Levels 2, 3, or 4 Certificate of Completion
  2. Approved electrical inspection card signed by the customer’s electrical inspector must be mailed, faxed, or submitted through DLC’s electrical inspection portal.
VI. Upon Receiving Part 2 Application:
DLC will:
  1.  Determine the need for a witness test
  2. Schedule a witness test if applicable, otherwise deemed waived by DLC
  3. Arrange for the installation of the appropriate metering for billing purposes
  4. Complete the documentation and authorize the interconnection of the installed system
  5. Arrange for Rider 21 status to be added to the customer's account
  6. Notify customer/contractor upon completion of interconnection application process
