David T. Fisfis
VP, Energy Policy and Corporate Secretary
David Fisfis currently serves as the Vice President – Energy Policy, Corporate Secretary to the Board of Directors and Special Counsel to the CEO. David previously served as General Counsel at Duquesne Light Holdings (DLH) and Duquesne Light Company (DLC) from August 2011 to March 2025.
In his current role, David leads DLC’s energy policy and external affairs activities, including advocacy efforts with the Pennsylvania Public Utilities Commission, PJM Interconnection and the Federal Energy Regulatory Commission (FERC), as well as DLC’s rates, tariff and energy procurement functions. He also serves on the Board of Directors of The Efficiency Network (TEN), a subsidiary of DLH, and the Energy Association of Pennsylvania, the electric and gas utilities industry trade association.
In his prior role as General Counsel, David was responsible for all legal services provided to Duquesne Light, as well as compliance, internal audit and risk management. He also was previously the Vice President for Business Development at DLH. He has worked exclusively in the energy industry since 2000, including legal and business positions at FirstEnergy Corp, Allegheny Energy and NRG Energy.
David also has more than 10 years of private legal practice experience, primarily with the major law firm, K&L Gates LLP. He received his bachelor's from Bucknell University and his J.D. from Duquesne University in Pittsburgh.
