Goal of CAP The goal of Duquesne Light’s Customer Assistance Program is to help low-income households that have an inability to pay their electric bill receive affordable energy. As a qualified customer, you will be assisted towards self-sufficiency by making timely payments.

How to Qualify for CAP The name on your account must be an adult (18 years of age or older) living in the household. Your monthly and/or yearly household income must fall within the Federal Income Guidelines. Please refer to the Federal Income Guidelines on page 17 to see if you qualify for CAP.
