(Banner or Other Attachment to Utility Poles)
 
Background / Safety Considerations
 
1. The municipality or community group, with municipal approval if necessary, generally requests the pole attachment.
2. Attachments are temporary in nature and should not exceed 90 days.
3. Across the street banners must NOT be hung with metal cables.
4. It is illegal to attach a bracket, plate, etc. with screws or nails driven into a pole, which could hinder utility operations or cause an unsafe condition for utility workers.
5. All attachments must be made with "banding" attachments.
 
Request Procedure
 
1. Requesting community group or municipality shall call Duquesne Light's Asset Administrator, at 412-393-1067.
2. The Asset Administrator creates a customer request, advises of the fee schedule & either emails or faxes an application to the community group or municipal contact.
3. The requesting community group or municipality completes the application including the following information
  • A sketch of where the banners or attachments are proposed including the street location(s) and cross streets, landmarks and pole numbers.
  • Details of the size, materials, etc. for the banner or attachment. Include a sketch of the banner if possible.
  • Details showing how the banner or attachment is to be attached.
  • The more information that is provided, the easier it is for the technician to locate the poles and respond to the request. Limited information may delay review and approval.
4. Requesting community group or municipality, submits the completed application, sketches and other information, along with the fee (see below) to Asset Administrator at Duquesne Light Company, 411 Seventh Avenue, MD: 7-8, Pittsburgh, PA 15219
5. A field technician from the Service Center that serves your community will contact and meet (if necessary) with the community group or municipal contact to review the request in the field, consider alternatives if the requested location or attachments are not acceptable for safety or operational reasons.
6. Upon approval of the technician's recommendations by the Service Center Manager, the requesting community group or municipal contact will be notified.
 
Timing
 
1. A requesting community group or municipality should provide 6-8 weeks advanced notice after the initial contact with Duquesne's Asset Administrator to be sure that the appropriate safety and operational reviews can be completed. In many instances the length of time necessary for approval is less but it is better to provide this amount of time to be sure your community request can be accommodated.
 
Fee Schedule
 
1. $ 150 application processing fee for initial/requested attachment
2. $ 75 for each additional attachment requested regarding same application
