Duquesne Light Company’s Supplement No. 18 to Tariff Electric No. 24 was issued on December 22, 2008, to become effective on January 1, 2009. Supplement No. 18 was issued in compliance with Section B-1 of the Pennsylvania Public Utility Commission Order of March 10, 1970. The State Tax Adjustment Surcharge (STAS) has been recalculated. Part 1 of the surcharge has been decreased from (0.2586%) to (0.4773%). Part 2 of the surcharge has been decreased from 0.2984% to 0.0000%. Duquesne Light Company’s Supplement No. 15 to Tariff Electric No. 24 was issued on September 19, 2008, to become effective on November 19, 2008. Supplement No. 15 adds Rider No. 1 – Consumer Education Surcharge per Commission Order dated August 21, 2008, at Docket No. M-2008-2032278. Rider No. 1 is instituted as a cost recovery mechanism, subject to annual reconciliation and Commission audit, to recover the costs associated with implementing the Company’s Consumer Education Plan. Duquesne Light Company’s Supplement No. 14 to Tariff Electric No. 24 was issued on May 15, 2008, to become effective on June 1, 2008. Supplement No. 14 updates the Transmission Service Charge (“TSC”). The modified rates contained in Supplement No. 14 reflect Duquesne’s revised Open Access Transmission Tariff (“OATT”) rate filing with the Federal Energy Regulatory Commission dated May 14, 2008. The PaPUC approved the TSC in Duquesne’s most recent base rate proceeding at Docket No. R-00061346. The TSC is a reconcilable charge that is designed to recover the Company’s cost for providing transmission service as reflected under the PJM OATT. Under the terms and conditions of Duquesne’s Tariff, the rates contained in Supplement No. 14 reflect the Company’s projected transmission revenue requirement for June 1, 2008, through May 31, 2009. Duquesne Light Company’s Supplement No. 13 to Tariff Electric No. 24 was issued on January 14, 2008, to become effective on March 15, 2008. Supplement No. 13 decreases the kWh charge to 3.51 cents per kWh in Rider No. 19 – Off-Peak Water Heating Service, which is the annual adjustment of the kWh rate as required by the provisions of the Rider. In addition, Supplement No. 13 updates the Table of Contents to reflect the changes that were filed and approved in Supplement No. 10 to Tariff No. 24. Duquesne Light Company’s Supplement No. 12 to Tariff Electric No. 24 was issued on December 21, 2007, to become effective on January 1, 2008. Supplement No. 12 was issued in compliance with Section B-1 of the Public Utility Commission Order of March 10, 1970. By Commission order of December 1, 2006, in Duquesne’s distribution rate case at R-00061346, the Commission approved a modification of the structure of Duquesne’s Rider No. 10 – State Tax Adjustment Surcharge. The modification reflects a two-part surcharge, with Part 1 applying to the distribution component of customers’ bills and Part 2 to all Company charges on the customers’ bills. Supplement No. 12 reflects a decrease in Part 1 of the surcharge from (0.1614%) to (0.2586%) and an increase in Part 2 from 0.1277% to 0.2984% due to an increase in the Public Utility Realty Tax Act (PURTA) of 2.8 mills effective on January 1, 2008. Duquesne Light Company’s Supplement No. 10 to Tariff Electric No. 24 was issued on July 12, 2007, to become effective on January 1, 2008. Supplement No. 10 implements the rates approved by the Commission at Docket No. P-00072247 in Duquesne’s POLR IV proceeding. Duquesne Light Company’s Supplement No. 11 to Tariff No. 24
was issued on August 29, 2007, with an effective date of Duquesne Light Company’s Supplement No. 9 to Tariff No. 24 was issued on May 22, 2007, to become effective on June 1, 2007. Supplement No. 9 removes Rider No. 8 – Fixed Price Service and Rider No. 23 – Generation Rate Adjustment, which applied only to customers served under Rider No. 8, from the Tariff. All references to these riders have been deleted from the remaining rules, rates and regulations of the Tariff. Supplement No. 9 also updates Rider No. 7 – SECA Charge to reflect the elimination of the collection of SECA charges. Rider No. 8 was instituted as part of Duquesne’s Petition for Approval of Plan for Post Transition Period POLR Service (POLR III) proceeding. In accordance with the Commission’s Order entered on October 1, 2004, at P-00032071, Rider No. 8 – Fixed Price Service was available to customers on rate schedules GL, GLH, L and HVPS through May 31, 2007, twenty-nine (29) months from the effective POLR III date of January 1, 2005. Effective June 1, 2007, customers on these rate schedules who elect to purchase POLR service from the Company may do so under Rider No. 9 – Hourly Price Service. Rider No. 7 – SECA Charge was instituted to recover, subject to reconciliation, the Seams Elimination Charge Adjustment (SECA) Charges billed to the Company by the PJM Interconnection, Inc. In accordance with the Commission’s Order entered on August 25, 2005, at R-00050662, the SECA Charge was calculated at $0.001557 per kWh to recover SECA charges from PJM over a 16-month period. The Company billed the SECA Charge through December 11, 2006, to recover costs incurred by the Company through such time. SECA charges are an unresolved matter under review by the Federal Energy Regulatory Commission (“FERC”). Rider No. 7 has been updated to reflect termination of billing of the SECA Charge and retention of Rider No. 7 until such time as the SECA charges have been resolved at the FERC and all such charges have been fully recovered by the Company. Duquesne Light Company’s Supplement No. 8 to Tariff No. 24 was issued on May 15, 2007, to become effective on June 1, 2007. Supplement No. 8 updates the Transmission Service Charge (“TSC”). The modified rates contained in this supplement reflect Duquesne’s revised Open Access Transmission Tariff (“OATT”) rate filing with the Federal Energy Regulatory Commission dated May 15, 2007. The PaPUC approved the TSC in Duquesne’s most recent base rate proceeding at Docket No. R-00061346. The TSC is a reconcilable charge that is designed to recover the Company’s cost for providing transmission service as reflected under the PJM OATT. Under the terms and conditions of Duquesne’s Tariff, the rates contained in Supplement No. 8 reflect the Company’s projected transmission revenue requirement for June 1, 2007, through May 31, 2008, as well as the under collection for the initial stub period ending February 28, 2007. Duquesne Light Company’s Supplement No. 7 to Tariff No. 24 was issued on April 3, 2007, to become effective on June 1, 2007. Supplement No. 7 revises Rider No. 1 - PJM Surcharge, as it applies to large commercial and industrial customers purchasing their electric supply from Duquesne, from its current rate of 0.0375 cents per kWh to 0.0280 cents per kWh. Rider No. 1 was instituted as part of Duquesne’s Petition for Approval of Plan for Post- Transition Period POLR Service (POLR III) proceeding and contains a provision for the annual adjustment and reconciliation of the surcharge applied to customers on Rate Schedules GL, GLH, L and HVPS. The rate of 0.0280 cents per kWh contained in Supplement No. 7 reflects projected costs for the period of June 1, 2007, through May 31, 2008, based upon published PJM rates as well as the reconciliation of costs and surcharge recovery for the period of June 1, 2006, through January 31, 2007 (the most recent available data). Reconciliation of the remainder of the current period costs and recoveries will be included in the next recalculation of the Rider No. 1 - PJM Surcharge. Duquesne Light Company’s Supplement No. 3 to Tariff No. 24 was issued on January 14, 2007, to become effective on March 15, 2007. Supplement No. 3 decreases the kWh charge to 3.90 cents per kWh in Rider No. 19 – Off-Peak Water Heating Service, which is the annual adjustment of the kWh rate as required by the provisions of the Rider and changes the date of the annual rate revision to March 15th to allow for a timely filing in accordance with the required 60 day filing requirement. In addition, Supplement No. 3 removes Pages No. 2A through 2D from the List of Modifications as they are no longer necessary. Duquesne Light Company's Supplement No. 4 to Tariff No. 24 was issued on February 6, 2007, with an effective date of December 16, 2006. Supplement No. 4 introduces Rider No. 21 – Net Metering Service into Duquesne’s tariff, in compliance with the Commission’s Secretarial Letter dated January 19, 2007, Re: Final Rulemaking Re: Net Metering for Customer-generators pursuant to Section 5 of the Alternative Energy Portfolio Standards Act, 73 P.S. § 1648.5, Docket L-00050174. Rider No. 21 replaces the current tariff Rider No. 22 – Renewable Energy Service and does reflect the uniform language developed by the Pennsylvania EDCs. Supplement No. 4 was approved by PaPUC Secretarial Letter dated March 13, 2007. Duquesne Light Company's Supplement No. 6 to Tariff No. 24 was issued on February 20, 2007, to become effective on March 1, 2007. In Supplement No. 6, Rider No. 8 – Fixed Price Service has been updated to include the Energy Charges for the 10th Price Application Period (effective March 1, 2007, through May 31, 2007). Supplement No. 6 is issued in compliance with Commission Orders dated August 23, 2004, October 1, 2004, February 14, 2006, and May 5, 2006, at P-00032071. Duquesne Light Company’s Supplement No. 5 to Tariff No. 24 was issued on February 15, 2007, to become effective on February 20, 2007. In accordance with the compliance filing submitted by Duquesne on December 22, 2006, at R-00061346, Supplement No. 5 was filed to revise the transmission rates stated in Appendix A – Transmission Service Charges. The modified rates contained in Supplement No. 5 reflect the Federal Energy Regulatory Commission (FERC) Order dated February 6, 2007, in regard to the OATT rate filed by Duquesne on September 29, 2006. Duquesne Light Company’s Supplement No. 2 to Tariff No. 24 was issued on December 22, 2006, to become effective on January 6, 2007. Tariff No. 24 (2) supersedes Tariff No. 23 and all Supplements thereto. See Pages No. 2-2D, List of Modifications Made By This Tariff, for details. Duquesne Light Company’s Supplement No. 1 to Tariff No. 24 was issued on May 17, 2006, in compliance with Title 66 PA C.S. §1308(d). The application of rates proposed in Tariff Electric – PA P.U.C. No. 24 filed to become effective June 6, 2006, was hereby suspended until January 6, 2007, by operation of law at Docket No. R-00061346. Presently effective rates contained in Tariff Electric – PA P.U.C. No. 23 and supplements thereto, will continue in effect until otherwise amended. Duquesne Light Company’s Tariff No. 24 was issued on April 7, 2006, to become effective on June 6, 2006. Tariff No. 24 supersedes Tariff No. 23 and all Supplements thereto. See Pages No. 2-2E, List of Modifications Made By This Tariff, for details. This tariff initiated the Company's distribution base rate proceeding at R-00061346 and was suspended by Supplement No. 1. Tariff No. 24 at Supplement No. 2 embodies the Pa.PUC's final decision at that docket. |
